Call for Trainers
European Digital Innovation Hubs (EDIHs) represent a network of specialized centers established across the European Union and associated countries to support digital transformation. These hubs serve several key roles:
The EDIH network enables organizations to benefit from digital transformation through four key categories of services:
MontEDIH is the first and only European Digital Innovation Hub (EDIH) in Montenegro. It was established with the mission of providing comprehensive support for the digital and green transformation of the Montenegrin economy and public sector. As part of the broader European network of Digital Innovation Hubs, MontEDIH enables organizations to access advanced technologies, knowledge, and infrastructure necessary for successful digital transformation.
The MontEDIH project is funded through a combination of European and national resources:
The project officially started on 1 January 2025 and will run for 48 months, until the end of 2028.
MontEDIH represents a platform for strengthening the digital capacities of small and medium-sized enterprises (SMEs) and public sector organizations in Montenegro. The project aims to facilitate access to innovative digital tools, knowledge, and expertise across various fields, contributing to increased competitiveness, productivity, and sustainability of the Montenegrin economy, as well as improved efficiency of public administration.
ICT Cortex is one of the consortium members implementing the MontEDIH project in Montenegro.
A key activity implemented by ICT Cortex is the delivery of the service:
“Incubation Programme for Startup Users of Local Government Incubators”, within the Skills Development and Training service category.
In cooperation with local governments, ICT Cortex will select 15 startups that will participate in an incubation program based on a predefined curriculum and supported through mentoring and networking opportunities.
Selected startups will take part in a six-month incubation program consisting of 15 short-term courses.
The subject of this call is the engagement of trainers who will deliver the 15 courses within the incubation program.
In addition to delivering training sessions, trainers will also provide mentoring support to participating startups.
Courses may be delivered either in person or in a hybrid format, with the condition that the online component does not exceed 4 hours.

The incubation program is intended for startups seeking to strengthen their digital and business capacities, modernize their services, digitalize processes, and accelerate market growth.
At the time of application for the program, companies must:
ICT Cortex has developed a curriculum that outlines the main content and expected outputs of each course.
The outline of the curriculum is available HERE.
Trainers may apply to deliver one or more courses, but a maximum of two courses may be awarded to a single trainer.
The final course content may be adapted by the selected trainer in coordination with ICT Cortex, provided that it remains aligned with the curriculum objectives.
The estimated total engagement per course is 39 working hours, structured as follows:
Each startup participating in the program is entitled to at least one mentoring hour per course.
